What portal is SMF using on it's own site?

It isn't.

The front page is powered by SSI, as are all the other areas of the site that aren't the core forum.

The extra menu at the top is very similar to the 'Custom Top Menu' mod.

Kindred:
more specifically, IIRC, this site uses SSI and the "layers" feature of the template designs.

Arantor:
*shrug* You have two different choices for how that works, doesn't really matter much which since in both cases all the layers get pushed out (it's not any extra layers being pushed out here)
