Install error on stage 2

I get the error:

 database error occured while trying to create an administrator. This error was:
Table 'smf.smf_members' doesn't exist

Did you get any errors on the previous step?

If you use phpMyAdmin, do any tables exist?

No tables are made. Do I have to make them manually using phpMyAdmin ?

Nicholaswestlake:
Ok a found a .sql file, do I run that?

Sorry about my ignorence, but there are no instructions.
