STILL have chmod problems

this seems to be a common problem.

when I open the install.php file in my browser, I get an FTP connection page that can't connect to my FTP server.

Evidently I need to manually change all my chmods.

 I've read a few threads about this and found at least three different list of chmod settings.  I've tried to make all the changes listed in all the listings but the intall.php URL still prompts me to connect by FTP (and it can't).

One thing I noticed that may be the problem.  A few messages mentioned that you have to CHMOD not just a folder but everything that is in it.  That doesn't seem to work with my FTP program (wsftp). I don't have an option to change the contents of the folder.

I know if I  could telnet to my site I could probably do the CHMOD and make all the contents change with it.

QUESTIONs:

Could this be the problem?
Is there a way to include the contents of a folder when you're chmod'ing by ftp?
Do I just have to manually go into each subfolder and change every file?
Is there a definitive list of the proper settings I need to follow?
Why can't the install.php script do its thing properly for me?
