How flixable would it be ?

ahm ...
my father works in a company that organize massive numbers of people during a holy worship (Pilgrimage) and I mean massive like 310,000 people every year during few days ..
my father asked me if there is a good system to build a database contains -also- massive informations about every person came and reports of their moves and other stuff reported about every inch they move ..
would it be flixable to use php and mysql ? would it also be secure ?
the company have computer network using Windows 2000 ..
for more detailes , the company has 4 main offices and under every main office there is about 15 sub offices to devide the work and the people easily ...
so every sub office must report to the main office above it .. and the main offices must the report to the menegament and the menegament reports to the minestry ..
so do you recommend using php and mysql using this network or what ?

MySQL would be the one of choice for me... but I'm not sure how viable something like MS SQL would be.
310,000 pilgrims is like 310,000 members on a forum.... it's a lot, but it's workable.

I would suggest using PHP/mySQL.

I would recommend Perl and MySQL (however, you could make a pretty fast flat-file database if all you want is to list members)
