[2449] Ñ Letter in links

Actually autolinking in SMF forums don't convert URL with "Ñ" letter automatically, I need to put URL tag to make it works.

Per example: www.ñchan.org <--- Don't work

This is marked as resolved in the bug tracker but still fails the test: http://www.ñchan.org

Let's say this is closed because there are (at least) already other two duplicates.

The 10529 refers to the ! I think (that it was in that report as well).
