Where I can change user ranks, or add some new?

admin center>>Membergroups(it is in left sidebar of your admin center)

The information sherpa　サイバー侍 gave you is how you would add the membergroups.  Once your have done that you can add the images for each membergroup.  You FTP them to your /Themes/default/images.
