[FREE/PAID] Access to subforums via both post and time count

There was a thread open for this same topic early this year, but I have decided to create a new request since there were no in-depth details in there about how could I accomplish this

I am looking for a mod that helps me to set permissions to subforums (e.g. "For Sale") based on both time and message count. Let's say that users can answer to existing topics when they have more than 25 messages (there's a message-count-based group for this) but can only start a new topic when they have more than 25 messages (i.e. they belong to the appropriate group) _and_ they have been registered for 3 months.

I am not a great PHP coder, so any suggestions - as detailed as possible, please ;-) - are more than welcome. I'd be willing to pay a small fee for a basic custom development even.
