Ok that's probably it then - I'll wipe it and install it directly. Thx for the help.

Interesting - I uninstalled the old, wiped the db & the directory(cache was all that was left) did a fresh install using the webinstall from here and I'm running into the same issue.
That %3b is still there and I can't log out once logged in.

%3B is a semicolon ; which I think SMF sometimes uses as the UQS separator instead of the more standard &. Why it's getting changed to a hex code is puzzling. Is the new installation absolutely vanilla, or have you already installed any mods? Can you disable all mods and restore any changed settings and themes, and see if it functions properly then?

Yes totally vanilla. I literally installed it using the webinstall and logged in. The first thing I tested was to get to an admin page to add a new user but I cannot access any admin tools.

Same with me , I just upgraded from 1.0.16 to 2.0.2 using the webinstall , I can login to the site , I can login to admin , but several areas inside the admin area it redirects me to main forums .
