change unicode of SSI page

Hi
my forum has windows-1256 unicode, but my home page has UTF-8 unicode.
so Icant use SSI on my homepage
how can I change SSI unicode to UTF8 or how can I show the arabic unicode on my UTF8 home page. (Im using WP on my home page)
