OK, I could already set it, but I need the system to send a notification to all users (they are 40 members) when responding to any topic. Could you help me?

That's something else entirely, and can be handled through the existing notifications. The one thing is, it is opt-in for the users - flooding users with emails when any topic is updated is actually very annoying, no matter how quiet the forum tends to be.

If they want notifications, let them opt in to it.
