Membergroup not available in "Announce Topic"

1.  I created a new membergroup (based off regular members) called Pilot.
2.  I have two other membergroups (Administrator, and Officer).
3.  When creating a new topic, I choose to announce that topic---- on the announce topic page I have the following:
Send an announcement
This form allows you to send an announcement to the selected membergroups about this topic.

Send an announcement about this topic to the members: Testing Annoucement

x    Administrator (2)
x    Officer (9)
x    Check all
Why isn't 'regular members' or 'Pilot' available in the list?  Any Ideas what I'm doing wrong?

Are there any errors in your forum error log? It should list every single group on the forum except for moderators (since Moderator is a board-level group).

justinpowell:
Cleared my error log, then went in and performed the same action.   Nothing is added to the error log indicating anything is wrong.

What table column defines if it is a board level group or not?  I thought it might have been group_type... tried changing from a 1 to 0 with no joy.

I've been looking everywhere, I can find anything on this.  Any help would be appreciated.
