simple clean theme without main_block.png method?

can anyone please tell my how we can change the color of text that appears in the title bars.
the text in my green title bar is not appearing because the color is not contrasting


please tel how we can change that color. to change the title bar to green i had uploaded a custom main_block file

I doubt it has much effect. The image is 17kb only. When loading a "standard" Curve page, you load at least 500kb with css sheets, JS scripts etc.
If they see any difference, it's because they have a slow GPU on their computer or uses a slow browser. Or because your server is very slow with images for some reason.
