My website not loading correctly.

As mentioned above you can force it through phpMyAdmin. Or you could tell your host to set it properly in the php.ini file.

Ok the timezone set to this:

so what should the value be?

Try 'America/Chicago' (without the quotes)

Ok i did this too but it still have that error

Then you need to talk to your host about it because their system is not configured properly.
