2.0: Showing "Make Primary Group" when no other valid choices

Should the "Make Primary Group" form be shown in the Modify Profile -> Group Membership page when there are no valid choices other than the one that's currently selected?

When a user is added in to a secondary group, the primary group change form seems to be drawn regardless of whether any of these groups are configured to be visible.

That is, if a user is only in 1 visible group, the form is drawn despite there being no valid option for them to choose.

Is this desirable behaviour?

Tested and replicated on stock SMF 2.0.2 with Curve
