how do i set up forum boards so that only the user that created the topic and any moderator the admin assigns to that board and or topic can view and post messages to that topic?

Hi Coolcurrent,

You can use Post Moderation, and mark topics as unapproved. This way, the user can only reply to his own topics. Moderators and administrators can reply to all topics in that board.

Admin > Configuration > Core Features, enable Post Moderation
then at Admin > Forum > Boards, edit hte permissions for the board you want it to be enabled.

Nope, it's not a "hack", it's more a trick :)
