Question about admin options ...

Hi,

My host is iPower and I'm using the rusty-white theme.  The installation went smoothly and everything appears to be working on the public side, but I had to edit the configuration files manually because some of the admin options are not visible behind the curtains.  When I click on the Admin tab, I see only four subheadings:  (1) Features and Options,  (2) Package Manager,  (3) Error Log, and (4) Permissions.   I have searched high and low through those and the wiki but still can't find a way to create categories and board descriptions.  Any help would be greatly appreciated.

Shambles:
Instead of selecting one of the sub-headings, just click the Admin tab itself (ignore the subheadings)

Then what do you see?
