Good point...
It's not the first example I saw, regarding the permissions as they are, where I think the best behavior is: it should not let you simply unselect a checkbox when in reality it will behave like it's selected, either not let you do it (greyed out), either warn about the reason.

Tracked for the next SMF version.
Whatever the behavior will be, it should not tell the user one thing - in a way - and actually do another, even though in a different context.
