I created a new site and on the top user info part how do I get the avatar image to the left of the user info text.

Ah... I'm no expert on this stuff, as you may have noticed. ;)

But, I believe that it depends on where this stuff is.

Depending on that, I believe you need to edit BoardIndex.template.php or Display.template.php

The "What and how", I couldn't even begin to imagine, though, I'm afraid.
