I know we can set the permission to allow guest to participate forum polls, however, how can we ensure that each guest can only vote once??

I don't think so, he can open another browser and vote again or restart new session and vote again..

There is no way to track guests -- they are anonymous and can simply vote from another IP address (or maybe even from a new session). Talk about voter fraud!!! Anyway, always take the results from a poll that doesn't prevent multiple voting with a great many grains of salt.
