I don't know whether this applies to the OP's case but I am aware that several countries, including the UK, are introducing new legislation governing online content including that within private messages. Certainly in the UK's case it is an attempt to combat cyber-bullying and other anti-social behaviour such as libel and defamation. Site owners will be required to provide the investigating authorities with full details of the suspect poster, including IP and email addresses, and copies of all reported materials.

That said, there is no reason whatsoever that an Admin needs to view Private Messages unless one is reported. On all the sites I manage, I've modified the code such that all PMs are stored in enciphered form in the database.
