Language pack empty?

Mynamehere:
I've downloaded a languagepack, and tried uploading it to a new forum

For example, if the package was called shout.tar.gz you should:
1) Download the package to your local PC and extract it into files.
2) Using an FTP client create a new directory in your "Packages" folder, in this example you may call it "shout".
3) Upload all the files from the extracted package to this directory.
4) Go back to the package manager browse page and the package will be automatically found by SMF."

I have no packages/temp directory??

1) Did that
2) Done
3) Done, and to be sure, also threw in the zip
4) Nope...nothing....

If so, you do seem to have a Packages directory. What permissions are set on that? I think they have to be set to 0755 (but try 0777 if necessary)

Nope, this is not the site I am working on right now... the link Shambles gave me seems to do the trick though, thanks :)
