MOD to prevent 'newbie' group from posting external links

Is there a mod (or a setting) that can be used to prevent usergroup 'newbie' from posting external links. 

I am using SMF 2.0.2 and having an issue with spammers creating multiple addresses then posting external links attempting to sell ED medications.  I believe this could be eliminated if 'permissions' could be set to disallow usergroup 'newbie' from posting external links.

The spammers appear to be human as (a) I am using level 3 captch (b) they are answering security questions and (c) they are activating their account through email.  I also requite they wait 2½ minutes between posts. 

But then, with post #1 the spamming starts. >:(

I believe this could help a lot of us suffering this same problem.

Any help would be appreciated.
