Can I Delete Files In My cache Directory

I was wondering if I could delete the files in my "cache" directory, except for the index.php of course. I clear my cache via admin, bit the folder is always still full of files. I'm also having caching problems, and I'm just trying to narrow down the issue.

You'll also want to keep the .htaccess if there is one, but sure.

Ok, I deleted them anyway(after backup). I forget to mention the .htaccess as an exception to deletion.

if you delete the index.php and/or the .htaccess, anyone can access these folder ..
