what i think the problem is right now is that you have put the html files in wrong map file on the domain site. try to move them to the same map as the index file and tell me what happends

Maybe this simple?

Members > Permissions > Permissions by Membergroup, click 'modify' for the chosen group.
Untick 'Select an avatar from the server', 'Upload an avatar to the server', 'Choose a remotely stored avatar'.

Sorry, I didn't explained it exactly...

These one special group should be allowed to upload an avatar. But they should not be in the position to see available pictures.
