He has.
He's even tried his phone. 

If it was everyone I'd say it was a bug with the server.  But one person and one section?  Very strange indeed.

I seriously doubt it didn't work on his phone if he is using a different internet connection along with that.

He tried that.  It failed.
I then logged in as the test account and it worked fine.
