phpBB convertor and group migration

The code for the phpBB convertor suggests that it does group/access control migration (Step 12). This doesn't appear to have worked for me (using RC1). My phpBB groups haven't been converted to SMF groups, which I guess explains why the access control doesn't work correctly.
