Not a forum, but there are occasionally some good posts in /r/webdev. There are also subreddits for PHP and programming.

Thanks to open-source, web-sites are already developed, and you just add content to them.  I have a good friend that just paid some people $3000 to take his cheesy web page content and put it into Wordpress.  They also set up a Facebook page for him.  :-)  If I had known, I could have made a couple thousand in a day or two, and saved him $1000!!

For web development (mostly design, actually, but meh) I love to hang around Forrst, and for design only I look at Dribbble. They're both invite only but they're quite nice communities. I've found that Forrst users are much more likely to actually give feedback on your posts though, and since Dribbble is only for designers while Forrst is for developers as well, that's probably much better suited for you. :P
