php... is a language... and doesn't store anything in any special way... so notepad is your best friend ;D

for mySQL.. just use phpMyAdmin... it works, its easy to use... its powerful... most hosts use it... damn... its just the best ;) (well only one I've tried).
It's basically a GUI for your database :)

Yep, gotta go with phpmyadmin, and notepad(not that I've done anything with php, I'm having enough trouble in school with vb, asp, and oracle forms)

Try PHPED made by NuSphere as a develop environment.

for installation suites, you can  use something like www.easyphp.org
