This mod adds the anchor tag. There's two versions: [anchor]name[/anchor] and text.

Yeah.

Thay can be used for links pointing inside messages, like if you write a FAQ or sectioned tutorial, for example.

No, you'd put it at the end of the url, and if it's in the same page, I'd use the internal url tag. A link inside this page would look like this:
