How do I undisable registration?

I used my forum for a class back about 18 months ago.  Now that I have a class again, I would like to use the forum again.  I was able to create a new forum but students tell me that registration had been disabled.  How do I undisable it?

I'm sorry but I just don;t see a registration screen as described.I have walked through screen after screed and just don't see it.  What you describe and what your link shows is what I remember but cannot find.

OK, I have Admin/Features & Options, Package manager, Error Log, and Permissions.  Could this be a login problem? I am the owner of the site.
