To be honest I doubt anyone even knows what the original licence was.. this is the only link leading to the mod:

All other links and sites for the mod are long dead, and I was lucky enough to download the "last" released version which of course, also no longer exists anywhere.. Before he quit updating it on his original site he released it to another modder who just vanished...

And therein lies the problem: no licence was specified, and as such it's absolutely unclear what the rules are. It's always been generally assumed that mods stated without a licence use a licence like the old SMF licence (the one for 1.1.x) which means no redistribution except from here and only from the packages authorised by the author, or people granted permission by the author.

I do think at times that people forget that those who write mods are just ordinary people doing something in their spare time and that they don't owe anyone anything.

Well, if the mod moved to another modder and you have his last version sounds like your stuck.

It would appear the mod will be in need of work anyway so probably won't fill the bill.

As Arantor says, if a mod does not have a license you must assume that all rights belong to the author of the code. You have no rights to the code nor does anyone else without explicit consent.
