Make sure you also have it set to store all of your messages in the outbox as well. By default, that option is not enabled. Conversation mode doesn't work too well without that option (which is why you're prompted to enable it when enabling conversation mode). Note though that it will only apply to messages sent after that option is enabled.

There are no options to changes any users preferences for PM's like that. If you wanted to do that, you'd probably just be better off running a SQL query to update everyone's preference to do that.

Wouldn't that annoy members if they use PM's often and are used to the old format? It would do for me.

It certainly would. Which is why there is no option to do that IMO.
