One...ok..two important questions.

they do... all modern browsers have the option to set - all links open in new tab - the caveat is - unless specifically told otherwise. If the link specifically states target="_SELF" then it is going to open in the same window, regardless.....
side note: modern standards for usability are that the site should respect the browser settings - but opening in the SAME window is considered GOOD behavior and forcing a new window to open is considered intrusive and improper.

My personal opinion on that is to allow the person to choose themselves, but that also depends on the type of site too. For example, a site like reddit -- a link repository -- it makes sense to open links in a new window whereas if I were browsing, say, CNN, i'd want to stay in the same one.
Personally, i'd just leave it to the user, but I'd imagine in PHPBB it'd be a matter of modifying the theme rather than the software itself.
Note that some browsers, as mentioned above, ignore it and enforce it's own policy regardless and put that decision in the user's hands.
