2 irritating errors slowing my site down

XHIBIT911:
I had installed and (uninstalled) that treasury mod after deciding it wasnt doing me much good. After pruning my error logs there were close to 163,000 of them. Whoooaaa I almost did a spit take.
Anyway after correcting and removing the errors, by deleting the remaining bits of code I am left with these last two errors.

Heres the first one.

Unable to load the 'Treasury.english-utf8' language file
I've looked all over and dont know where to find this so i can remove it from the server.

And the second error is:

8: Uninitialized string offset: 0
Apply Filter: Only show the errors from this file
File: /XXXXX.com/XXX/index.php
Line: 490

Do I change the string offset to correct this ?...And if so to what ?

Do you know where the error occurs? There should be an URL with it.

Thats just it..its been drivin me nuts looking for the url and I posted it as it is with the exception of the edit  (also after looking the treasury mod never actually uninstalled and I still see it in my admin panel)
