is this on a shared server? then you can't, you can ask your host if they can enable it, but they probably won't do that

IT's Managed VPS............ host are ready to do, but they don't understand what to do, how to enable it...............

Load balancing is usually put to use in case of having multiple servers, not one... What is there to balance in terms of requests on a single server setup? Load balancing means spreading the load, you can't spread things over one server as it will all end up on the same server anyway.
