Correct. You should see [ + pointer arrow + ]. By default, WYSIWYG mode is off. You have to click the WYSIWYG mode button to explicitly turn it on. Enabled != On.

Don't confuse basic HTML code with BBCode. Basic HTML is tags like <i> and <b>, while BBCode is tags like [i] and [b]. If you're not in WYSIWYG mode, you should expect to see the BBCode tags mixed in with your text.
From your comments, I suspect that while you have WYSIWYG mode enabled, you have not turned it on for each editing session. In your personal account profile, under Look and Layout, try checking the "Show WYSIWYG editor on post page by default" and see if that helps.
