Try uploading a new one, from the installation archive.
Once it's there, try this:

You might want to get onto your host, about that.
I believe you need to edit php.ini, to put that right.

^ what K@ said, but it would be useful, also, to see your settings.php file, given the bit I highlighted kinda suggests it didn't upload correctly. Is that why you're asking in another thread how to restore from a backup?
