I'm banning users, but not effect

I'm trying to ban some users,

but the ban is not take any effect on them,

they still can surf the forum, make posts, watch pics and links.

I also created a membergroup to restrict their access, not effect at all.

what can I do?

I use SMF 1.1.16

now the BAN function works,

but if BAN a user for 5 days,  the BAN system is not showing the message

"you have been BANNED until (date)"
"reason"

now it show this message
"sorry username, you are banned to use this forum"
"reason"

Any update on this?  Sorry it has taken so long for someone to respond.  IIRC that is the way it is supposed to work.  I don't use the ban often though so I could be mistaken.
