Admin links missing after upgrade

I just updated an old forum to 2.02 from 1.1.11
I did an upgrade first to 1.1.16 and the to 2
Everything seems to have gone well and is working with the exception of the menu tabs in the admin side.
The attachment shows what I am looking at. As you can tell I am using a custom theme so I'm thinking that may be the cause but would like to know if anyone else has run into this and what they found.

If that's an old SMF v1 theme, it ain't gonna work. No way, José.

I was afraid of that but now I think I've discovered a new problem. In trying to change the theme to something current for version 2, it refuses to change. Does this sound like a permissions thing? But where?

I had a similar problem, when I first used v2.

When you go the your profile, you have to click on "[use this theme]", otherwise it just reverts to the default.

I believe that it was slightly different with v1.x.
