UTF-8 and smart quotes

For all of you who care about UTF-8 and smart quotes -- I've made an update to http://wiki.simplemachines.org/smf/Why_do_I_have_partially_blank_or_missing_text_in_posts

I'd like to leave it like this for a little while, even if it is not quite 100% correct, until I can nail down the answer to the question:
Will UTF-8 conversion fix smart quote characters

I have a question in on the dev board (http://www.simplemachines.org/community/index.php?topic=473815.msg3312351#msg3312351 for those of you who can see it).  I am trying to get the attention of those who are most likely to have worked with that part of the code at any time in the past, who can tell me what it does and does not do to the already-stored messages.

For all of you who have dealt with "bad character" problems that were fixed by UTF-8 conversion, can you tell me
  • Do you know of a case where the bad character was actually a smart quote character?
  • Have you ever seen this problem on a forum that was already UTF-8?
  • Does applying the UTF-8 database conversion to a forum that is already UTF-8 make any difference at all?

Mr. Phil -- thanks for making very clear the difference between "special" characters from the UTF-8 encoding and the "smart quote" set
K@ -- I know you've worked with these cases, as well.  Any thoughts?

Does converting benefit my forum? Not sure if this is worth the conversion.
