Board Permissions Help

I am having a little bit of trouble and looking for some help. I am at the page for setting permissions to view certain forums and I have 3 total VIP groups. I seem to only be able to use 1 permission group for each section. Basically I will show you in a picture below what currently is happening and how i want it to be. Maybe then someone can help me and show me the best way to complete my task.



Basically, currently only VIP can view the VIP forum but I can not add special VIP to also view it.
