Registration agreement not showing up

The box to require a registration agreement is ticked in my forum settings but there is no agreement when someone registers.

If I try to edit agreement I get this message despite the box being ticked.

This agreement is only displayed if you have toggled require agreement in your forum settings.
 
This is the registration screen.  It has an "I agree" box to tick but nothing to agree to.

Register - Required Information
Choose username:
Used only for identification by SMF. You can use special characters after logging in, by changing your displayed name in your profile.   
Email:
This must be a valid email address.    Hide email address from public? 
Choose password:   
Verify password:   
 
 I Agree     

Any suggestions to get the registration to show please?  :)

Upload a copy of agreement.txt to your root SMF folder, you must not have uploaded it when you installed/upgraded.

Someone installed the board for me.

The news fader isn't working either. Neither is the search function.

I had the same problem with agreement.txt and uploaded my old one - I installed using the upgrade.php.

Due to my lack of computer savvy I became a Charter Member so I could have my board installed for me.
I have added this problem onto my ticket but haven't heard back yet.
If this isn't the kind of thing that can be fixed for me by the support team I'll have to post here for some fairly basic directions how to do it myself.
