How to moderate individual user's posts without using Membergroups

Hello! I'm trying to make it so individual members' posts can be moderated. I don't want to create a new member group, because I don't want to them to be seen publicly as "under moderation". In short, I'd like to choose a member and make it so their posts have to be approved by an admin before it goes up.

I've tried to do this through the warning system, but "Warning Level for Post Moderation" in Moderation Settings is missing, I think this is a bug?

You need to turn both warning system and post moderation on, and if the setting is missing, post moderation is not yet enabled in Core Features.

(It won't take effect immediately for all users, don't worry! Just enable it, and it'll work the way you want it to)
