New private beta download policy for new Charter Members.

Dear Charter Members,

Due to some recent issues that we have had with certain new members, we have added a restriction on our private beta downloads.  Now you you must be a Charter Member for a week before you can download private beta releases.

We log all of our beta downloads for each Charter Member.  Once you download a beta version you will not be able to receive a refund for your membership.
