HELP: How to setup time required between posts from the same user

Hello,

I need help on how to setup time required between posts from the same user.

I know this feature "Time required between posts from the same IP" already exist but could not meet my need alone.

I want a modification that will help me making additional settings based on "user group". It should not be dependent on IP because people use IP changer to bypass that.
