Changelogs?

I upgraded to 2.0 but dont know what to do with the changelogs and where to upload....plus my package mgr is missing parts and my admin pannel is missing quite a bit though still semi-functional, and search cannot find template....will the changelogs fix that? Thanks

As for your missing parts, I will assume it's due to language files and the language you are using.  What is it?
