marking topics as hot topic

Yeah and still some topics are marked as sticky topics but we can't mark for example 10 topics as sticky topics and one of our purposes to do that is to provide a place for users to find good topics. for example 3 topics are chosen from section A . 3 topics are chosen from secion B . 3 topics are chosen from section C .
We wanna provide a page for users to see these 9 topics. something like "replies" page which contains some topics from different sections ...

You could use something like the articles mod and mark a topic as an article, that way your users an see that topic along with other topics your users find it useful.
