Don't know how Joomla handles modifications and plugins, but here mods are usually the first way to obtain functionalities in a short period of time.
Even if this feature would be accepted it wouldn't be in the core product before...a couple of years?

Don't know about your bad experience either, but (usually) here it's difficult to find a mod that completely break your site...okay, there may be some, who knows... :P
