It's never been in the permission area. Custom titles are a permission, changing display name is not. Though I did make a mod out of it a long time ago (and don't have it any more) that did make it a permission.

Can you now tell me how to keep timer on postings?
i.e: If a person posts,he/she must wait 120 seconds for next posting.
