SMF cannot connect to the database - help!

Earlier this week my FTP password was stolen and used to screw with my forum.  I got back ups of my database and forum from my host.  I dropped all the info in MYSQL database and inserted the back up, I deleted the bad forum files and moved the backup into their place.  But no matter what I've tried it still just says "Connection Problems
 Sorry, SMF was unable to connect to the database. This may be caused by the server being busy. Please try again later. "
I cant get into my admin panel to check the database settings.  If someone could help, that would be great.  I'm hoping that all is not lost with my forum.

I just fixed it.  Its been a problem since Tuesday and as soon as I ask for help I get it fixed lol.  I just opened my settings.php file and edited the database info there.

my bad, I just assumed the info there was all correct :P
